Charter of Phoenix Fyre
Preamble:
In order to protect the values of Honor, Justice, Faith, Equality, and Safety, for any and all who wish to live safe and free, we establish this alliance which shall henceforth be known as Phoenix Fyre. To the best of our abilities we shall uphold the traditional laws and rights, we shall insure the freedom of our people, shall insure the protection of our people, and provide for the common welfare of our people. We shall not impose any unfair or unreasonable punishment upon any nation, whether they be a member of this alliance or not, however, we shall ensure punishment upon any nation which breaks our laws. Then on this day, we hereby do ordain and establish this Charter of Phoenix Fyre.
Article I: Government and Law
Section I:
Phoenix Fyre is set up into Five Sectors:
Sector I- Defense -leader- Legatus Legionis of Phoenix Fyre
Sector II- Foreign Affairs -leader- The Ambassador of Phoenix Fyre
Sector III- Finance -leader- Minister of Finance
Sector IV- Membership and Immigration -leader- Minister of Membership and Immigration
Sector V- Internal -leader- Minister of Internal Affairs
Section II:
Each Sector leader is chosen directly by the Phoenix, and are put out of office by two methods:
i. Resign from office
ii. Are voted out of office
iii. Break the Law of Phoenix Fyre
Section III:
Each Sector leader is responsible for the actions that take place in their Sector, and must decide the punishment for a crime in their Sector. All Sector Leaders must have a second-in-command in the case that the Leader might resign. The second-in-command shall be known as the Fyre Guard.
Section IV:
Phoenix Fyre is led by the member who is given the title "The Phoenix" It is his/her duty to approve or decline proposed laws, act as the voice of Phoenix Fyre, and in times of War, must approve or decline plans of attacks, negotiates with the heads of enemy alliances, and he/she must approve a War Declaration. There are three ways in which The Phoenix is put out of office:
i. Resign from Office
ii. Voted out of Office by the Fyre Council - Must be because he/she is unfit for his/her Office and cannot fulfill their duties.
iii. Break the Law of Phoenix Fyre - Must be proven Guilty, and is only put out of Office if the Fyre Council votes him/her out of Office
iv. Are accused of Treason - Must be proven Guilty.
Section V:
In the case that The Phoenix resigns, he/she must give a one week notice and choose his/her successor in the following week. The Successor can either be The Ambassador of Phoenix Fyre, or The Legatus Legionis of Phoenix Fyre. In the case that both candidates are seen unfit to take the position of The Phoenix, The Phoenix may choose any other member of the Fyre Council to take his/her place, however, if neither of the first two candidates were selected, the member that The Phoenix chose must be voted upon by the remaining Fyre Council.
Section VI:
In the case that The Phoenix takes a leave of absence longer than Five days, his second-in-command, which is the Legatus Legionis, shall take momentary control of Phoenix Fyre. However, his/her powers are limited, the temporary Phoenix cannot:
i. Approve War Declarations.
ii. Approve Proposed Laws.
iii. Choose a new Leader for one of the Sectors.
Section VII:
The Laws of Phoenix Fyre are as follows:
I: Do not attack any member of Phoenix Fyre, to do so is Treason, and shall be punished accordingly.
II: Do not refuse to carry out any order given to you by a Government Official
III: Do not betray Phoenix Fyre and it's secrets, to do so is Treason, and shall be punished severely.
Section VIII:
Treason shall be punished by this method, if the case of treason is on a basic level (was treason mentioned in Article I; Section VII)
i. You must pay a fine of:
a. Three million dollars, and One Hundred technology levels - First Offense
b. Six million dollars and Two Hundred technology levels - Second Offense
c. Nine million dollars and Three Hundred technology levels - Third Offense
Section IX:
In the case of Treason on an advanced level, the punishment that shall be given, will be decided by the Fyre Council.
Article II: War
Section I:
In order for War to be declared, the War Declaration must pass in the Fyre Council by a 4/5 passing vote, and must be Approved by The Phoenix. If The Phoenix declines the Declaration, it can still be passed if all members of the Fyre Council votes in favor of it.
Section II:
In times of War, no member may leave the alliance. Should they switch alliances during war, they have committed an act of treason and shall be immediately be put on the Z.I. list, and shall be terminated A.S.A.P.
Section III:
Nuclear War is allowed, but you must have permission from the Legatus Legionis to use them.
Section IV:
In times of Peace, you cannot attack anyone inside or outside of the alliance. Should you do this, you will be fined:
i.Three million dollars - First offense
ii. Five million dollars - Second offense
iii. Ten million dollars - Third offense
Should you repeat the offense more than three times, you shall be expelled from the alliance, and will be put on the ZI list, and terminated A.S.A.P.
Section V:
If you are attacked while the alliance is in a time of Peace, you cannot attack back. You must report it immediately and it shall be negotiated with the attacker. If the attacker is unwillingly to surrender, they shall be attacked until they do surrender.
Article III: Membership
Section I:
For a nation to apply for membership, they cannot:
i. Be a current member of another alliance
ii. Be on any alliance's Z.I. list
Section II:
Within each Member Application, they must give an Oath, which is as follows:
I, [Name], so solemnly swear that I shall not show cowardice in War, I shall serve this alliance to my best abilities, and shall shall not share any classified information of this alliance with those who are not to see it.
Section III:
In order for a member to resign, he must give a one week notice to the Minister of M&I.
Section IV:
A member can be suspended or expelled from Phoenix Fyre if the Fyre Council has a good reason for the suspension or expulsion.
Article IV: Amending This Charter
This Charter can be amended if the amendment is:
i. Proposed by a member in good standing
ii. Passed in the Fyre Council by a 3/5 vote in favor of it
iii. Passed by the Phoenix
If the amendment is declined by the Phoenix, the amendment can still be passed if every Fyre Council member (excluding the Phoenix) votes in favor of the proposed amendment. New laws also follow the same proposal method.
